The Ministry of Defence on July 30, 2026, has issued the Draft Prayagraj Cantonment Building Bye-Laws, 2026 to regulate building construction, alterations, additions, building sanctions and zoning within the limits of Prayagraj Cantonment. The Bye-Laws shall come into force upon their final publication in the Official Gazette by the Central Government.
The following has been stated:
Building sanction: No person shall undertake erection, re-erection, addition or alteration of any building without obtaining sanction from the Competent Authority. Applications are to be submitted online through the e-Chhawani portal through a Cantonment Board registered architect/engineer.
Eligibility: Only persons having legally valid occupancy rights over leased, old grant or private land may apply for building-plan sanction. Applications may be refused where lease or old grant conditions have been breached until such breach is regularised or condoned.
Fees and incentives: Building application fees, development charges, labour cess and other applicable charges are payable before sanction. For buildings below 300 sq. metres, applicants opting for rooftop solar installation and/or rainwater harvesting may be eligible for refund of development charges. A 50% rebate in processing fees is also provided after installation of solar panels in buildings with plot area below 300 sq. metres.
Minimum plot size and environmental requirements: The minimum residential plot size is 30 sq. metres. Rooftop solar installation and rainwater harvesting are mandatory where the plot size exceeds 200 sq. metres for commercial buildings and 300 sq. metres for other buildings.
Revalidation of sanction: Building sanctions may be revalidated after expiry on payment of the prescribed revalidation fees and submission of the original sanctioned plan, construction-related documents and supervision certificate.
Unauthorised construction: The Cantonment Board may prescribe penalties/fees for regularisation of unauthorised construction. Existing unauthorised constructions or deviations may be considered for compounding, subject to the Cantonments Act, 2006 and restrictions relating to FSI, setbacks and ground coverage.
Zoning: Prayagraj Cantonment comprises New Cantonment, Old Cantonment and Fort Cantonment, each divided into Zone-I covering civil areas and privately held land with generally high population density, and Zone-II covering other land, including Old Grant Bungalows and leases outside civil areas.
